Lipman is delivering the design finalisation and construction of six Universal Preschools across the NSW North Coast region. These include four 40 place facilities at Bowraville, Hillvue, Warialda and Wollongbar, a 60 place facility at Tacking Point, and a 20 place facility at Moorland. All preschools are being constructed within the grounds of existing, operating primary schools to support seamless integration with local communities. This program forms part of the NSW Government’s commitment to ensuring every child has access to high quality, affordable preschool education in the two years before starting school by 2030. The 100 Public Preschools initiative is a key driver in achieving this vision and delivering universal preschool access across the state.

The project commenced with a design finalisation phase, allowing for refinement of the architectural and building services documentation. This stage was essential in confirming long lead procurement items early, maintaining program certainty and minimising downstream delays. To accelerate delivery, manufacturing of prefabricated external and internal wall systems began prior to full design lock in. While this strategy required careful coordination to manage any late-stage design adjustments, it enabled significant gains in program efficiency.

The use of prefabricated construction has been particularly beneficial given the limited availability of regional trades. This approach reduces onsite labour requirements, shortens construction timeframes, and mitigates risks associated with resource constraints in regional areas.

The project is currently on program, with the first facility at Hillvue Public School scheduled for completion in March 2026. The remaining preschools will be delivered progressively thereafter.
